This past week, the House Armed Services Committee passed the Fiscal Year 2025 National Defense Authorization Act (NDAA). The bill aims to make significant investments in the military personnel who serve the country. For fifty years, the United States has relied on an all-volunteer military, a system currently facing unprecedented risks.

The initiatives outlined in the NDAA are designed to support military members and their families through measures such as raising troop pay and increasing benefits. These efforts are seen as both a duty of Congress and a moral obligation of the nation.

In addition to quality-of-life improvements, the bill seeks to enhance military readiness by providing resources that enable the Department of Defense (DOD) to innovate rapidly. This focus on modernization is intended to ensure that the U.S. military can deter conflicts and succeed if necessary.

Key provisions in the legislation include:

- **Greater Cyber Capabilities and Efficiency**: The bill introduces measures holding DOD leaders fiscally accountable for non-compliance with legal requirements by withholding funds until they address critical cyber issues with Congress. It also mandates a comprehensive study on improving efficiency, effectiveness, and resilience in DOD's cyber initiatives.

- **Resilient Space Systems**: As space becomes increasingly accessible, this bill urges the DOD to accelerate development of capabilities ensuring U.S. defense resilience in space. It also focuses on maintaining essential services such as communications, navigation, and weather forecasts.

- **Cost-Effective and Innovative Defense Solutions**: Given fiscal constraints due to national debt and inflation, this bill prioritizes cost-effective investments in promising technologies from American entrepreneurs. These include directed energy weapons for drone defense, new battery technologies reducing reliance on China, and hypersonic weapons considered crucial for deterrence.

While passage through the House Armed Services Committee marks progress, further steps remain before the NDAA becomes law. It must still be approved by both chambers of Congress and signed by the President.
