Rep. Gary VanDeaver introduced HB 2665, a bill on Courts, Criminal Procedure, Family, and Minors, to the Texas House on Tuesday, April 1 during the 89(R) legislative session, according to the Texas Legislature website.

More specifically, the official text was summarized by the state legislature as ’’Relating to notification and disclosure of records and information concerning an investigation of a report of child abuse or neglect to county or district attorneys’’.

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

This bill mandates that on receiving a report of suspected child abuse or neglect, the relevant department must immediately notify the county or district attorney with jurisdiction over the case. Upon request from the attorney, the department is required to provide a copy of the report along with all related investigation information, even if it is ordinarily confidential. However, any information shared with the attorney cannot be publicly disclosed under Chapter 552 of the Government Code and may only be used in ways that align with specific articles of the Code of Criminal Procedure. The act is set to take effect Sept. 1, 2025.

Gary VanDeaver, chair of the House Committee on Public Health and member of the House Committee on Higher Education, proposed another 11 bills during the 89(R) legislative session.

VanDeaver graduated from Texas A&M University-Commerce.

Gary VanDeaver is currently serving in the Texas State House, representing the state's 1st House district. He replaced previous state representative George Lavender in 2015.

Bills in Texas go through a multi-step legislative process, including committee review, debates, and votes in both chambers before reaching a final decision. Each session, there are typically thousands of bills introduced, but only a portion successfully navigate the process to become law.
